ABOUT THE JOB

The Tax Compliance Analyst IV uses advanced professional tax and compliance concepts and organizational objectives to resolved highly complex issues. Regularly works on highly complex tax and compliance assignments that are diverse and without precedent. Independently selects methods and techniques for obtaining solutions, completing analysis and developing recommendations. Interacts with senior internal and external personnel on matters of significance to the organization. Under the direction of the Controller, assist in providing tax leadership to the campus in the area of taxation in order to improve compliance and minimize the University's overall tax liability in a manner consistent with organizational objectives. Research and interpret tax laws to determine appropriate University application; develop tax related communications and training for campus, departmental personnel, and students to improve awareness on tax matters; monitor the University's tax compliance, particularly in high risk tax areas, identify potential tax exposure due to non-compliance, recover taxes paid in error, and facilitate process improvements to mitigate compliance gaps and weaknesses; complete tax returns and related reports necessary for external and internal compliance requirements; provide tax advisory services to departmental personnel in a variety of tax areas, including but not limited to; Unrelated Business Income, International, Employment, Income, Independent Contractors, Scholarships and Fellowships, Non-Resident Aliens, Sales and Use, Real and Personal Property, Excise, Fuel, Communication, Utility, and Occupancy.

KEY RESPONSIBILITIES

1)Internal Tax Compliance
Monitors the University's tax compliance and identify exposure or recovery opportunities in various tax areas, including but not limited to Unrelated Business Income, International, Employment, Income, Independent Contractors, Scholarships and Fellowships, Non-Resident Aliens, Sales and Use, Real and Personal Property, Excise, Fuel, Communication, Utility, and Occupancy. Work with University personnel to modify policies and procedures needed to mitigate compliance gaps and weaknesses.

2)Research and Analysis
Performs research and prepare written analyses of the application of existing tax laws and regulations to specific University transactions and activities in various tax areas, including but not limited to those referenced in Item A above.

3)Tax Advisory Services
Provides tax advisory services to campus departments conducting educational and research activities outside of California or the U.S., or with foreign individuals or companies.

4)Training
Develops and deliver tax related training; and prepare tax related correspondence and other forms of communications to increase awareness of tax matters among departmental personnel, students, and other UCLA related parties.

5)Unrelated Business Tax
Performs unrelated business income review of campus activities to identify unrelated activities. Coordinate preparation and review of departmental worksheets and supporting documents for UCLA's unrelated business activities. File annual reports with UCOP for inclusion in UC's Form 990-T, Exempt Organization Income Tax Return.

6)Tax Forms and Refund Claims Preparation
Prepares University tax returns, refund claims, reports, and filings as needed.

Qualifications:

- Bachelor s degree with a major in business administration, economics, accounting, or an allied field and 5 years of related experience of 9 years of related experience/training. (Required)

- Master s degree in Taxation. (Preferred)

- CPA License (Required)

- Law degree or related education (Preferred)

KNOWLEDGE AND COMPETENCIES

- Advanced knowledge of tax and compliance concepts to independently gather, organize, and perform highly complex analysis. Ability to perform efficient and accurate research, use computerized tax research service, and interpret applicability to University activities.

- Strong written communication skills to prepare clear and concise correspondence, reports, and procedural documents on a variety of highly complex tax and policy matters at a level appropriate for the intended audience.

- Ability to work independently and in a team environment.

- Ability to work in a large multi-function organization and interact effectively with academic and administrative personnel of all levels and backgrounds.

- Ability to lead less experienced professionals to manage multiple projects and priorities.

- Advanced knowledge of IRS and California State Tax Reporting requirements applicable to the returns/filings required to be filed by the University.

- Highly skilled in the use of common office software such as Microsoft Word and Excel to prepare correspondence and spreadsheets. Strong skills in utilizing personal computer spreadsheet, word processing, database and flowchart applications to prepare effective reports, presentations and other written correspondence.

- Experience with tax and compliance functions and assignments.

- Demonstrated working knowledge and competency in the application of basic Individual Income Tax laws and regulations, and in one or more of the following categories: Taxation of Exempt Organizations, Unrelated Business Income Tax, International Tax, Non-Resident Alien Tax, Employment Tax, Sales and Use Tax, Corporate Income Tax, Real or Personal Property Tax, Fuel, Excise, communication, Utility or Occupancy Tax, and Non-tax area of law.

- Strong financial and analytical skills required to analyze information, practices, or procedures to: identify problems and inconsistencies, identify patterns, trends, and relationships, develop logical and objective conclusions, formulate alternatives and their implications.
