DEFINITION:
Under general direction provided by the Court Executive Officer or designee, this professional level, exempt position plans, directs and manages the daily operations of the Family Court Services and the Investigations divisions. The Director supervises the activities of the mediators and probate investigators and develops, implements, manages and approves related budget and related budgetary spending.

EMPLOYMENT AT-WILL:
The Family Court Services Director classification is established as an at-will position and, as such, the incumbent serves at the direction of the Court Executive Officer. The Court Executive Officer has the right to terminate the employment of any incumbent in the position of Family Court Services Director at any time, with or without advance notice or cause.

DISTINGUISHING CHARACTERISTICS:
This is a single position class with management and oversight responsibilities for program and budget development, coordination, and goal setting in the family court services area. It is distinguished from other manager classes in that it develops and administers the Courts comprehensive family court services programs, operations and functions.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned.

1. Performs technical tasks at the managerial level to oversee the provision of children and family services through court mediations and probate investigations; supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations

2. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise

3. Ensures compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations

4. Develops, implements, manages and approves related budget and related budgetary spending

5. Ensures division goals and vision are aligned with those of the organization

6. Prepares and submits the annual budget for approval; analyzes, prepares and presents monthly divisional budget reports, updates budgetary activity data; submits financial reports to peers and staff members; provides financial analysis and the potential impact of requested expenditures

7. Receives, reviews and evaluates complaints from clients; implements appropriate resolution to situation

8. Evaluates guardianship reports, conservatorship reports and related reports and documents; interacts and consults with other agencies; participates on related task force groups

9. Engages in mediation and counseling activities, meets with parties to reach settlements and resolve disputes; provides guidance and counseling to both individuals and groups

10. Summarizes the results of mediation activities and acts as expert witness for the Court verbally and in writing, including resolutions of disputes or recommendations for settlement; drafts settlement agreement language

11. Prepares and maintains case files, medication reports, statistical records and follow-up reports from referral agencies

ADDITIONAL FUNCTIONS

1. Performs general/clerical tasks, which may include, answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail

2. Provides assistance to other employees or divisions as needed

3. Performs other related duties are required



MINIMUM QUALIFICATIONS
Necessary Employment Standards
Knowledge of:
Principles and practices of administration, organizational planning and analysis, workload management
Statistical analysis and statistical report preparation
Principles of personnel supervision, training and motivation
California court system and procedures used in family law and probate cases
Legal statutes relating to child custody, guardianship and conservatorship
Principles of project management
Community resources for client referral
California juvenile court dependency and child welfare protection systems
Adult psychopathology and psychology of families
Child development, child abuse, clinical issues relating to children, the effects of divorce on children, the effects of domestic violence on children, and child custody research sufficient to enable a counselor to assess the mental health needs of children
Domestic violence
Substance abuse


Skill/Ability to:
Plan, organize, coordinate and direct the activities of the divisions
Establish and maintain effective working relationships with Judges, County departments, gove3rnmental and other agencies
Analyze legislation
Understand, interpret and apply laws, rules, regulations, policies and procedures
Make effective verbal and written presentations
Train and supervise staff
Direct compilation and preparation of studies, statistics and reports
Analyze problems and complaints and identify solutions
Organize, lead and facilitate meetings of various staff and committees related to the Family Court Services and Investigations divisions
Prepare and monitor budgets
Gain cooperation through discussion and persuasion

EDUCATION AND EXPERIENCE REQUIRED
Education:
Graduation from an accredited college or university with a Masters Degree in psychology, social work, marriage, family and child counseling, or other behavioral science substantially related to marriage and family interpersonal relationships
Experience:
A minimum of four (4) years experience managing and supervising technical staff resolving family conflict and related situations

License/Certification
A valid class C California drivers license may be required. The requirement will be reviewed on a position basis in accordance with ADA regulations.

Desirable License or Certificate:
Possession of a valid Licensed Clinical Social Worker or Marriage, Family and Child Counselor license as issued by the State of California

Substitution:
The Court may substitute additional experience for a portion of the education, or additional education for a portion of the experience, required under Family Code 1815 subdivision (a).

Special Requirements:
Requires the incumbent to be licensed as a:
i. Physician and is either a board certified psychiatrist or has completed a residency in psychiatry;
ii. Psychologist;
iii. Marriage and family therapist; or
iv. Clinical social worker
The incumbent is prohibited from practicing law and/or engaging in private practice counseling and therapy.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several divisions.

Strength, dexterity, coordination, and vision to use a keyboard, computer monitor, and other office equipment on a daily basis and for extended periods of time
