FINANCE MANAGER Starting Salary: $70,000 - $85,000 (DOQ)JOB OPPORTUNITY Under direction of the Court Executive Officer, the Finance Manager plans, coordinates, directs and supervises the Fiscal Services Division of the Superior Court of California, County of Kings. The incumbent is responsible for the fiscal operations of the Superior Court, and performs all other related duties as required. Distinguishing Characteristics The Finance Manager is established as an exempt position and takes direction from the Court Executive Officer or designee. The Finance Manager is a management classification and supervises the Fiscal Services Coordinator classifications. Both classifications are FLSA exempt but the Finance Manager is distinguished from the Fiscal Services Coordinator as the higher-level position with supervisorial authority. The Finance Manager classification is an "at-will" position and the incumbent serves at the pleasure of the Court Executive Officer. The Court Executive Officer has the right to terminate the employment of the incumbent at any time, with or without advance notice and with or without cause.Examples of Duties Plan, coordinate, supervise and implement the fiscal, accounting, budget preparation, and collection and procurement activities of the Superior Court. Respond to questions and provide information and financial data to management and other agencies or sources. Research and analyze financial and budgeting issues. Assist in determining fiscal impact of legislation throughout the fiscal year. Make recommendations on financial and budgetary matters to the Court Executive Officer and/or Presiding Judge. Review accounting data to assure compliance with revenue and expenditure plans. Provide cost-benefit analysis; prepare monthly, mid-year and annual year-end budget projections and other estimates and reports as needed. Assist in preparation of grant requests, documents and reports. Review and monitor the financial administration of grants and contracts.--Investigate and resolve accounting discrepancies; monitor contracts for compliance to financial terms. Prepare and submit quarterly and annual financial reports to the Judicial Council in compliance to the Trial Court Financial Policies and Procedures. Represent the Court in matters authorized by the Court Executive Officer. Provide oversight for activities involving the collection and distribution of court fines, fees, and forfeitures. Review and participate in the selection, assignment, training, evaluation and discipline of subordinate staff; arrange for and oversee financial audits. Manage proceeds, collections, receipts, reporting, audits and investment of grant and contract funds. Provide lead responsibility for long-term fiscal planning; establish, review, and maintain a variety of fiscal accounts. Review, authorize and/or make recommendations as necessary regarding expenditures from Court budget or other account. Perform other related duties as assigned.THE ORGANIZATION The Superior Court of the State of California, County of Kings has approximately 91 positions. The Court is currently comprised of seven (7) Judges, one (1) Superior Court Commissioner; and one (1) AB 1058 Commissioner. The Court has jurisdiction in all cases in equity; cases involving title to or possession of real property; all civil cases including probate, guardianship, domestic relations, adoption matters, unlawful detainers and small claims; felony and misdemeanor criminal cases; juvenile offenses, including traffic matters; and, appeals. The ideal job applicant will possess all the knowledge, skills, and abilities (KSAs) listed below, including other KSAs and meet all minimum requirements.MINIMUM QUALIFICATIONS: Knowledge, Skills and Abilities:Plan and organize a varied and complex accounting programs. Interact and apply legal and administrative concepts to fiscal functions. Conduct difficult and complex analysis of fiscal reports and accounting systems. Organize and conduct meetings of staff related to fiscal services. Supervise, train, evaluate and discipline employees. Communicate effectively, both orally and in writing. Plan, coordinate, and initiate actions needed to implement recommendations, and new methods, procedures, and policies. Skillfully operate personal computer and word processing, spreadsheet and financial software programs in preparing reports and financial data. Prepare and maintain clear, concise and comprehensive records, reports and Correspondence. Work independently; establish and maintain cooperative work relationships Safely operate a motor vehicle. Follow workplace safety policies and procedures Properly use personal protective equipment as directed and trained. Work in an office environment including sitting at a desk working with computer equipment and on the phone for prolonged periods. Regularly working with files and with general office equipment. Accounting principles, theories and procedures; governmental budgeting and financial operations. Laws and rules regulating and impacting fiscal operations. Working knowledge of auditing standards and procedures. Basic cost accounting practices and procedures. Principles of management and supervision Data processing techniques related to accounting and collections.Educational and Work Experience Requirements:Education: Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting, economics, public administration or related field.Experience: Five years of responsible accounting and budgetary experience in a public, governmental or closely related agency, and more than three years of supervisory experience. (A master's degree in business administration or CPA may substitute for up to one year of the required experience.)Any equivalent combination of training, education, and experience which demonstrates possession of and competency in requisite knowledge and abilities as determined by the Court Executive Officer.SPECIAL REQUIREMENTS Must possess a valid California Class 'C" driver's license. Ability to qualify for a security clearance through fingerprinting, traffic and criminal record background check, and drug testing. Ability to sit for extended periods; frequently stand and walk; normal manual dexterity; eye-hand coordination; lift and move objects weighing up to twenty (20) pounds; verbal communication; use of office equipment, including computer, telephone, calculator, copier and fax machine. Travel will be required outside of Kings County to attend meetings, conferences, and trainings.BENEFITS: The Court offers a benefit package to its regular full-time employees (pro-rated if not hired at the beginning of the plan year) which include 13 Court approved holidays; accrued annual leave (accrual based on hours worked, minimum 2 weeks/year); a Flexible Benefit Plan to purchase a variety of health insurance plans and related benefits such as Medical Insurance, Dental Insurance, Vision Insurance, Deferred Compensation, Administrative Leave, Medical Reimbursement, Dependent Care Reimbursement, Life Insurance, Cancer Policy, and Short-term/Long-term Disability. A Retirement Plan is provided [2% at age 62] through California Public Employees Retirement System [P.E.R.S.]. A Classic P.E.R.S. Member Retirement Plan is offered [2% at age 55] only if the employee does not have a six-month break in service as a previous CalPERS member or retirement plan member that is reciprocal with P.E.R.S.
