About the Job
The Research Administrator 4 (RA4) in the Sponsored Projects Office
(SPO) at UC Merced holds a senior position within the office. Under
limited direction of the Preaward Supervisor, this position servers
as a mentor for junior staff, serves as a technical specialist in a
particular area, such as federal and state contracts, grants,
subcontracts or information systems. This position will assist
Pre-award Research Administrators in their review of administrative
management requirements of contracts and grants to ensure
compliance with sponsor policies and institutional guidelines
according to established policies, practices and defined internal
controls. This position is also responsible for assisting the
Preaward Supervisor for ensuring the department provides
customer-oriented, value added pre-award supporting services to the
Principle Investigators. Contributes to development of department
policies and procedures, exercises judgment within defined
guidelines and practices to determine appropriate actions.
Identifies risks and responds accordingly through established
process resolution or escalation to department leadership. Uses
advanced contracts and grants concepts to manage high volume and
high complexity transactions. The position may be charged with
leading various management projects/initiatives by facilitating
work-groups, gathering facts from support staff, and developing
sound recommendations to the Supervisor that support the mission of
the research community. This may include the periodic evaluation of
processes and the review of business rules that affect University
award management policies and work processes that impact contract
and grant administration.
* Performs complex budget developments, and proposal preparations,
obtains/verifies necessary compliance approvals. Leads a large
center grant proposal development when needed. Provides guidance
and counsel on wide variety of highly complex research
administration matters to principal investigators, and less
experienced department staff.
* Works closely with the Supervisor, mentors, trains and provides
guidance to junior or less experienced research administrators.
Provides quality customer services to researchers on campus.
Functions as a resource to advise staff on challenges such as
researching complex research administration issues and escalating
problems/concerns to the Supervisor.
* Serves as the primary faculty liaison, assists Principal
Investigators (PI) with the development of contract and grant
proposals of diverse scope. Administratively prepares and develop
complex grant or contract proposals and budgets, obtains/verifies
necessary compliance approvals.
* Assists the organization as needed with planning, establishment
and monitoring of proposal preparations, submissions, and support
documents. Recommends designs for the development and revision of
operating procedures, polices and guidelines. Participates in the
development and monitoring of policies and procedures for
* Coordinates with the Supervisor to insure that staff are
consistently trained and following established departmental
guidelines and procedures for proposal preparations and
submissions. Identifies and initiates team efforts at business
process improvement to ensure more efficient operations and/or
higher quality services.
* Interpreting and providing guidance on University and sponsor
policies related to grants and contracts to campus principal
investigators, departmental administrators and less experienced
* Participates in training/educational sessions designed to
increase knowledge of professional research administration concepts
and practices, University and funding agency processes and
policies. Seeks information to maintain up to date knowledge in all
areas of research administration and shares knowledge and lessons
learned with staff.
* Participates in the selection and development of staff, helps
creating an effective teamwork environment, ensure the efficient
operation of the function. Advises, mentors and trains staff in
carrying out their responsibilities.
* Assists in support of audit as directed by senior staff. Performs
other duties as assigned.
* Bachelor's degree in related area and 5 years of directly related
progressively responsible experience, or equivalent experience /
CRITICAL KNOWLEDGE AND COMPETENCIES
* Extensive knowledge of program administration guidelines of
Federal and non-Federal sponsors supporting research and
educational activities, preferably in a university environment.
* Advanced knowledge of applicable compliance requirements related
to use of human or animal subjects in research, financial conflict
of interest, biosafety, etc
* Ability to manage high volume and complex transactions.
* Ability to perform highly complex financial analysis and

database software in financial analysis, fiscal management and

contracts, subcontracts, and cooperative agreements.
* Full knowledge of Federal Acquisition Regulation, Code of Federal
Regulations, sponsor-specific policies, intellectual property
policy, conflict of interest requirements, publication rights,
application of indirect cost rates and other complex concepts in

* Advanced knowledge of effective grant funding processes,
procedures and techniques.
* Advanced ability to create and train grant writing and other
communications skills in a variety of styles to ensure ecuring
