Examples of Duties

Duties may include, but are not limited to, the following:

  • Plans, directs and reviews the work of subordinates and consultants in the design, modification and construction of public works projects. Also participates in the development of civil engineering projects.
  • Serves as technical advisor to the Department on matters of policy and procedures.
    Determines staff assignments on civil engineering projects and the use of consultants.
  • Reviews or performs the preparation of designs, plans, specifications, and estimates. Also certifies that plans and specifications are ready to be advertised.
  • Supervises the administration, inspection, and payments on contract construction projects.
  • Reviews referrals on private development and transmits recommendations to the Planning Department.
  • Reviews and evaluates work performed for accuracy, completeness, timeliness, appropriateness of decisions, and conformity to regulations and procedures.
  • Represents the Department and acts as liaison with other departments, contractors, and other government agencies.
  • Ensures compliance with Federal, State and local regulations and laws.
  • Prepares or assists in the preparation of grant applications, prepares and reviews ordinances, resolutions, agreements and other legal documents affecting the Public Works Department.
Minimum Qualifications

Five (5) years of professional experience in civil engineering or related field which has included responsibility for planning and coordinating the implementation of a variety of engineering and public works projects. Additional experience may be substituted for the required education on a year-for-year basis.

Graduation from a four (4) year college or university with a degree in Civil Engineering.

Possess and maintain a valid Certification of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

Possess a valid California driver's license at time of appointment and maintain.

Essential Functions


  • Operate a personal computer and other modern office equipment.
  • Practical application of advanced mathematical calculations/concepts for the assigned task.
  • Application of logic, scientific thinking, engineering methodology and techniques to develop and evaluate projects, plans, and specifications.
  • Plan activities of different groups and the construction and/or engineering design of projects.
  • Communicate effectively with others in person and over the telephone, including making presentation.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  • Resolve conflicts and respond appropriately to complaints.
  • Complete multiple priority projects with conflicting deadlines and under stressful conditions.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Represent the County with community and other agencies.
  • Conduct field inspections on uneven surfaces under various environmental conditions.
  • Implement and achieve goals and objectives.
  • Train, evaluate and supervise staff.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Occasionally lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Occasionally kneel, bend, twist, squat, balance and crawl.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 60 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Sit, stand or walk for long periods of time.
  • Regular attendance is an essential function.

Knowledge of:
  • Principles and practices of civil engineering and surveying instruments applicable to the planning, design and construction of public works projects.
  • Mathematics, design methods, and uses and strengths of construction materials, standard specifications, and effect of soil conditions.
  • Engineering mathematics including use of automated equipment and software.
  • Pertinent laws and regulations related to the design and construction of public works facilities, roads, drainage, and structures.
  • Cost estimating and contract administration.
  • Principles, practices, safety requirements, and laws related to surveying and construction inspection.
  • Caltrans Standard Specification, Highway Design Manual, Bridge Design Manuals and Local Programs Manual.
  • Uniform Building Codes and pertinent Federal, State, and County laws pertaining to new construction, additions, repairs, and/or demolition of structure, including safety standards.
  • Principles of supervision and training.

Ability to:
  • Read, interpret and perform analysis and computations on construction documents.
  • Plan, direct, and evaluate the public building design and construction functions.
  • Exercise tact and good judgment in establishing and maintaining effective working relationships with contractors, developers, design professionals, the general public, and other employees.
  • Update professional occupation job knowledge to keep current and informed of new developments.
  • Prepare clear and concise engineering estimates, designs, and specifications, plans and reports.
  • Independently research, plan, and organize the solving of complex engineering problems.
  • Perform accurate engineering computations and notes.
